A firm protested the cancellation of a National Aeronautics and Space Administration (NASA) solicitation. NASA cancelled the solicitation because it decided not to contract for the required services. GAO will not review an agency's determination to perform work in house except in limited circumstances not present here.

A firm protested a National Aeronautics and Space Administration (NASA) solicitation for a machining center, contending that the use of brand-name specifications unduly restricted competition. GAO held that: (1) NASA reasonably justified its requirement for the salient characteristics; and (2) the protester's product did not meet the salient characteristics.

Two firms protested a National Aeronautics and Space Administration (NASA) contract award for safety and risk management support services, contending that: (1) NASA improperly evaluated the technical and cost proposals; and (2) the procurement was tainted by the involvement of incumbent personnel in a prior procurement action.
